Chubits is probably right about the cause. HDoujin Downloader will download from a mirror (i.e. hitomi.la) when downloading from e-hentai/exhentai by default (this helps save on image viewing credits). Hitomi uses animated WEBP images instead of GIFs. You can disable this under Tools > Site settings...

Yes, you can do that. Under Tools > Site settings, go to "MangaDex", and you can check off your preferred languages from there.
