Is there any way to download a hitomi.la link that has an author tag as well as an english tag.
When I try to add the link nothing populates.

Sorry for taking a minute to respond to this! I've been having a lot of intermittent weather-related internet issues. Also, I noticed you asked in multiple places, but I'll respond here first.
Hitomi's search algorithm does a lot of work client-side. The process is very simple when a single tag is added, but the logic becomes more complex when multiple tags are involved. I've taken note of the issue here, and I'll make an effort to address it as soon as I get the chance to investigate what's going on more thoroughly.
There is a blacklist feature under Tools > General settings, in the "Blacklisted content" section. You could temporarily blacklist the languages you don't want, but I understand how this would quickly become cumbersome. Come to think of it, it might be a good idea to have a whitelist as well for situations like this.
