It's for chapters. Say you've got a site that names their chapters something like "Chapter 1 - The Beginning". If you use the the
The
%TITLE%
token, you'll get exactly that: "Chapter 1 - The Beginning".The
%SUBTITLE%
token, on the other hand, will give you "The Beginning". It gives you more freedom to control your chapter names without having extra fluff. It's not implemented for all (or even most) sites at the moment, but I will add it to new sites in future and old sites upon request. For sites where it is not implemented, it behaves the same as %TITLE%

It should definitely work for this site (so long as the chapter actually has a subtitle; otherwise it will resort to using the default title).
What does your chapter formatting string look like under "Settings > Save to > Chapters"? What are you getting that isn't what you're expecting?
