Would it be possible to have an option for this feature to work on a per-site basis instead of on all downloads in the list?
To my knowledge, this sort of feature is normally used in order to limit network usage, in order to not slow down their internet.
This is not an issue for me personally but I think that a lot of users would use it in this way so I think the best way to incorporate it on a per-site basis would be to keep the feature as is but add a radio button underneath it that you could check off if you would like to use it as I described.
